Pawan Chopra

Pawan Chopra is a Consultant at Dua Associates in Delhi, specialising in compliance law, regulatory affairs, food packaging and standards, and legal metrology. He advises clients on regulatory frameworks, Indian standards, statutory compliance, and dispute resolution mechanisms across a broad range of industries.

Pawan is the former Secretary of the Ministry of Information & Broadcasting and held senior positions in the Indian Administrative Service over a distinguished career of nearly four decades. He served as Additional Secretary at the Cabinet Secretariat, assisting the Prime Minister in policy coordination across ministries, and held key portfolios in infrastructure sectors including telecom, power, ports, and highways. He was instrumental in drafting and implementing export and taxation policies, fostering competitive environments, and designing regulatory frameworks. He also has extensive experience with multilateral organisations including the World Bank, Asian Development Bank, WHO, UNDP, UNICEF, UNCTAD, and UNESCO, and has represented India in bilateral negotiations on trade and cooperation matters.

Pawan holds an LL.B from the University of Delhi and an MSc in Physics. He attended the John F. Kennedy School at Harvard University and was a visiting fellow at the University of Oxford. He is a member of the Bar Council of Delhi and a Fellow and Member of the Indian Council of Arbitration.
