Dr. Ranjana Kaul

Dr. Ranjana Kaul is a Partner at Dua Associates in Delhi, specialising in space law, telecommunications and satellite regulation, and commercial space transactions. She is an internationally recognised expert in the international law of outer space, national space policy, and the operationalisation of treaty obligations through national space legislation, advising on space security, safety, and commercial space and space‑enabled businesses including satellite telecommunications and geospatial services.

Dr. Kaul serves as Vice President of the International Institute of Space Law, Paris, and received the 2017 Distinguished Services Award for her contribution to the development of national space law. She is a Member of the National Advisory Committee of the Indian Space Association (ISpA), Chair of the Committee on Space Law and Policy of SIA‑INDIA, and a Member of the WEF Global Future Council on Space Technologies. Her general practice includes company law, joint ventures, contracts, FDI, foreign exchange regulations, intellectual property, and dispute resolution, and she has served as Counsel for the Union of India at the High Court of Delhi and for the State of Maharashtra in the Supreme Court of India. She has also been a consultant to the World Bank (India) and the Indian Council for Research in International Economic Relations.

Dr. Kaul holds an LL.M from the Institute of Air & Space Law, McGill University, Canada, and a Ph.D. from the University of Pune. She is a member of the Supreme Court Bar Association and the High Court of Delhi Bar Association, and has been listed in the Forbes India Legal Powerlist 2022.
